Mr. Poblano has more than 30 years of experience representing Mexico in different economic forums and international negotiations, at the multilateral, regional and bilateral levels. He participated in different fields of international negotiations and public policies, both with representatives of governments and the private sector.
Born in Mexico City. He graduated from the National Autonomous University of Mexico in 1983. He undertook postgraduate studies in trade policy, international trade negotiations and foreign investment in Geneva, Washington and Warwick. In 1984 he joined the General Directorate of International Trade Negotiations of the Secretariat of Industry and Commerce.
In 1987, he was appointed advisor in the representative office of Mexico before the General Agreement on Tariffs and Trade (GATT) in Geneva, Switzerland, and participated in the Uruguay Round of Trade Negotiations (1986-1994). In 1991-1992 he was part of the negotiating team for the North American Free Trade Agreement (NAFTA), responsible for Chapter XVI (Temporary Entry of Business Persons).
In 1994 he took the position of Trade Representative of Mexico in Canada with the main responsibility of promoting business opportunities in Mexico derived from NAFTA. He held multiple meetings with representatives of the Canadian private sector, as well as with federal and provincial representatives and actively participated in many Conferences, Congresses, Round Tables, Workshops, etc.
From 2001 to 2007 he was General Director of Trade in Service Negotiations at the Secretariat of Economy, participating in international, regional and bilateral forums. In this position, he organized and chaired multiple meetings with public and private representatives to inform, discuss, propose and develop national positions for different negotiation forums.
In July 2007, he took the position of Minister for Economic Affairs and Cooperation at the Mexican Embassy in France. There, he was in charge of organizing meetings between officials and businessmen from both countries to strengthen bilateral ties, allowing him to have an important role in the conclusion of bilateral agreements, especially in the automotive and aeronautics sectors.
In 2013, Mr. Poblano joined the Mexican Mission to the OECD (Organization for Economic Cooperation and Development), where he was in charge of economic, budget and energy issues. Additionally, he actively participated in Mexico's accession negotiations to the IEA (International Energy Agency) in 2016 and 2017. In 2019 he became an independent consultant.
Mr. Poblano plays tennis and golf; He would like to do trecking. He is passionate about travel, food and wine.
